Poor experience. Although the lineups were not as bad as disneyland, we had a 3.5 year old (who is quite tall for her age), and a 13 month old. Disneyland catered for both children with all the rides.
Ocean Park was clearly for kids aged maybe 7+ years old, to be allowed on any rides to start with. While we went to Ocean Park expecting a Sea World (Australia) type experience (instead of a theme park with rides), we were disappointed on that front too.
Ive seen just as good, if not better, animal displays in zoos in Australia, and at Sea World. The few animals there didnt take that long to meander through, which left you the choice of going on rides (not if you have young kids), or queuing for ridiculously long times to see one of the shows. The guide booklet for the park did have minimum height requirements written down for each ride. We realised that one of the ONLY rides our 3 year old could go on was right at the bottom of the park on the other side- which we couldnt see was accessible (with a stroller) on the escalators that go down and down and down.... so we were pointed around a ramp/walkway that would allow us to get down there. Im not joking when I say we were walking around the side of the mountain for half an hour. Then we we got 5 minutes away from the ride someone told us that the ride was closed for maintenance. We couldnt get out of the park fast enough. Probably wouldnt return even when the kids are older, just a bad experience all round.
On another note, the signs were very unclear in their directions for wheelchair and stroller access- I cant tell you how much time we wasted going in circles and asking staff who seemingly had no idea either.
