I was at the VIP with a large group. While I found the staff to be quite nice, the rooms were very dated and it seemed that there were issues with the plumbing from the different odors that came from the bathroom since the moment we checked in.

The area was OK. There's a Mussoni Bar right down the street which was a great place to relax and have a drink.

Stayed in this hotel in Feb and was very pleased with the room and hotel style in general.
Very modern and clean with high quality furniture and fittings both in rooms and public areas. Helpful staff as well.

When in a country where you are unfamiliar with virtually everything the essential thing to have is a friendly, informative and caring place to stay. The VIP Victoria really delivered for us on this - totally.
The staff were wonderful to us.
It is well located in a more upmarket suburb with excellent restaurants and cafes within 200 metres. Old Tbilisi - the touristy area is a 10 minute taxi ride away (about 4 lari - less than $3).
There is a first rate supermarket about 400 meters walk away and great fruit market on the way.
There is a doctor's office across the road - not that you will need this but we got the flu when we were there and the doctors were magnificent.
Breakfast which comes with accommodation is Georgian style and more than sufficient. If you are staying during summer the fruits are delicious.
Rooms are what you pay for. I found them clean and reasonably comfortable. Air conditioned and quiet - all the doors and windows are double glazed for insulation so it is quiet.
The fridge in th eroom was very helpful for extra drinks and snacks that we like to have.
There are spacious lounges on every floor.
Only issues for me - if you want to watch TV there were only two English speaking channels that we could find - BBC and another one. But I was not here to watch TV so not a big issue. New matresses are needed.
Suggestion - the hotel is 4 levels with no lift so if you do not like stairs then ask for one on a lower level. We actualy had one on the 4th level and the stairs were just good exercise for us and we had a nice view.

The hotel is an interesting art deco building about 5-6 km from the old town. We actually walked there - a very nice walk but definitely long. The hotel is just not well maintained, cleanliness is questionable, and the beds are lumpy/springs uneven. Mini blinds are bent and dirty. Would not stay here again.

Very helpful and friendly staff, not all of them speak english so they can seem very shy.
We had a problem with our room a few nights in to a month long stay and we were moved to another room immediately after we reported the problem.

I have a medical condition and the staff were more than happy to cook special food at every meal for a very small fee.

The Breakfasts were very nice, eggs, salami, ham, different cheeses and olives were served everyday with an assortment of other dishes which changed daily. Fruit was always provided.

Staff were very helpful in helping us find restaurants and attractions and were always happy to assist us, after the initial language barrier was overcome.

Some parts of the building are ageing, but this really had no impact on us enjoying our stay immensely

Stayed at VIP Victoria in May and June and enjoyed the stay: rooms are big enough; a homely sitting room at every floor; good restaurants at walking distance. Internet works well. The personnel is friendly. In summer it is nice to sit in the garden as well

For the price, $120 per night, one would expect a lot more.

First, the internet worked only very intermittently - which is pretty critical for a hotel that serves largely business clients.

Secondly, the premises is essentially a very large house, that has been converted into a hotel with minimum effort. The walls are paper-thin, and you can hear everything your neighbors are saying and doing.

Third, while the three reception staff are exceptionally amiable, everyone else working at the hotel seems to make an effort to be as unpleasant as possible. The cleaning women spend a lot of time milling about the hallway gossiping about occupants, and insisting on knocking on your door even when you have put the "Do Not Disturb" sign up. As an indication of the general rudeness (the staff could just barely bring themselves to return your greetings), once when the door-bell to the entrance was not working, I knocked heavily on the door, only to be greeted by the doorman who accusingly shouted: "Did you press the button?!" "Yes, but.." "I don't think so!" Then he pressed the button himself and marched off without excusing himself.

Thirdly, in terms of value for money, at $120 for a room in an old house, I would expect more from breakfast than instant coffee, no eggs, no bacon, and not any actual juice! Not to mention the foul odor that occasionally filled the bathroom, the ancient and rough towels, a TV with no reception (not that I particularly care about having a television), prickly blankets, and a chair at the desk that actually BROKE. About the only thing they got right was the air conditioner, thank god.
