Stayed here during a short stop in Bogota during a country tour. The hotel is about mid-way between the airport and the downtown Candelaria district, which means it is a taxi ride anywhere. The rooms are comfortable two-room suites, with a sitting area (with small kitchenette) and a separate bedroom / bathroom. The one elevator is an old-style version which can hold one person plus luggage, or two people. So if several people are checking in at the same time, it can take a while to get up to the rooms. The restaurant is a highlight, with a god selection and everyone enjoyed our meals and desserts there. Be careful as the typical "give-away" items such as toothbrush, cotton buds, etc., are in the bathroom but are not for free. The front desk staff spoke passable English and were quick to order a taxi when we needed one. There is nothing really wrong with the hotel but it just does not quite feel like a 4-star rating although 3 stars seems a bit harsh when nothing really is wrong with it. I do not know the rice as it was part of a tour so if that is reasonable then it is a safe bet for a short stay.
Stay in a room on the second room and you can avoid waiting for the elevator.
