When visiting La Paz as a tourist, this is one of the must see places. Perhaps it's nothing special architecture-wise, but from a historical point of view, this is an important place. Read about the history and you'll appreciate the "Burned Palace" or "Palacio Quemado" and the other buildings that represent the powers in Bolivia (Cathedral and Parliament building)
It's also good place for people watching and a good starting point for more sightseeing. It's easy to walk downhill towards the Prado and Sagarnaga Street. Admire the colonial buildings in the side streets, like the one where the Museum for Ethnography is housed.
