If you're looking for a Kosher place in Jerusalem or for hosting guests I would definitely go to Touro.
It is located with a big outdoor sitting with views of the old Jerusalem wall, the church on the mountain and below the Montefiore windmill.
The service is very nice and friendly.
The food is ok, but not great. It is one of the best tasting Kosher food I've encountered but it still has a way to go.
We had several starters which were all rather small especially for their pricing. The roasted artichoke tasted nice but it seemed like artichokes from a can and not fresh. The sea fish ceviche had very little fish so it was basically a tiny salad. The mushroom carpaccio was unnecessary - a slice of champignon mushroom (not thinly sliced mind you) with a lot of vegetables on top of it. The goose cigar was 2 pieces of fried filo dough filled with shreds of very dry and flavorless goose meat. The leaven bread priced at 18 NIS (price of a quality loaf) was four small slices of a very airy bread which doesn't resemble leaven breads.
The wine glass portions are also rather small.
For the main course was had the Bouillabaisse, which basically was a soup mostly based on paprika with tiny shreds of fish, some vegetables and with no Pastis to be sensed. It tasted good but it mostly felt like paprika stock. The Sinniya was basically a flat kebab which tasted like dunar with fried potato cubes and tehina sauce, a dish I would gladly get at any kebak spot, not here. The lemony artichoke risotto was a rather small porting, very dry and again felt like the artichoke wasn't fresh.
For dessert we ordered the coconut pâtissier with strawberry sorbet. The cream tasted awful and the sorbet was overloaded with sugar. So that was bad (something I've yet to see done successfully in Kosher spots).
So, to sum up very nice place (don't come hungry) to have a drink and taste some starters against lovely views.
Mind you parking can be tricky cause it's at the end of a dead end street.
