This is definitely something to see while you are in Vientiane! The views from the top are quite impressive, and you can see the whole city laid out before you. Architecturally, it's an interesting structure. Very brutalist yet also surprisingly striking. The souvenir shops on every single level had a vast array of things to pick from, and we did break down and make a few purchases.
We found it interesting that there was a large plaque in front of the fountain that sits before the monument. The plaque thanks China for its generous contributions towards construction of the fountain and the surrounding landscaping. However, we didn't notice any acknowledgement to the United States for the concrete used to make the monument itself! In fact, our tour guide seemed not to know that the materials used to build it were a gift from the U.S. intended to construct an airport. Got to love the selective writing of history. :-P
No elevator - be prepared for the stairs. That said, the retail therapy on the landings of each level break up the ascent, so it's not that bad.
