I stayed at the Paragon on three separate occasions during my time in Phnom Penh. It's location on the riverfront is convenient for travelers as there are internet cafes, restaurants, and pubs around. You have several options to choose from including rooms with or without windows. Those with riverside windows are the most expensive. Luckily, there is a balcony open to all and the higher you go, the nicer the views. I would recommend paying 5 extra dollars to get a room with a window as those without windows can seem a bit like cell blocks. Each room has a fridge with 2 bottles of free water provided everyday. I really liked this perk especially as the hot season approached and the bottles on the riverfront cost $0.50. If you pay more than $25 for a room, you'll get free coffee. I also took advantage of their laundry services because the clothes were always pressed and smelled nice. The rooms all have hot water, air con, and cable tv. Some bathrooms have a closed-off shower stall...my personal favorite, but most had an open shower in which everything gets wet (including the toilet) and the drain is located on the floor. The hotel is maintained well and cleaning staff is prompt to a fault. If you don't want them to clean your room, you might have to give very clear directions to the desk staff.
The front desk staff is extremely friendly and accommodating. I had to put $10 deposits down to secure my rooms. Unlike some Cambodia establishments, the Paragon gives receipts for all transactions. The staff encourages people to come in and make reservations as rooms do tend to "fill-up" quickly and it's easy for messages to get lost in the shuffle. Before my first stay, I had tried to secure a room by telephone, but when I came in to confirm, they didn't have the room I had asked for and tried to put me in a more expensive room. They were able to find a room in the same price range, but with a double bed instead of twin beds as requested. The only unpleasant experience was when I was put in a room where the former occupants had smoked, but this could have been changed if I had talked to the front desk. Overall, the Paragon is one of the more reasonable, clean, and friendly of the riverfront hotels. I would definitely recommend it for anyone on a low budget, but also needing a bit of comfort.

Basic hotel, a lot of geckos both in the room and on the balcony - but I wasn't bothered by that. It was a reasonable price, great part of town, the staff were nice. The shower was in the middle of the bathroom without a curtain or anything - so when you shower the entire room gets wet. That would have gotten annoying, but I only stayed for 1 night.

Well, we turned up here at 6pm wanting a room for two nights, starting then, and they had one - they took off $5, since it was walk in. We had a twin room on the 5th floor with bathroom, balcony and aircon - $30 for one night, usually $35. It's the most expensive room - their cheapest ones are $5.

If you can afford it, get a room with a balcony, as the view is great.

A great location - right on the riverside and in the centre of things- and very friendly staff, who helped us get tuktuk drivers at a reasonable price and even lent us a few dollars when we didn't have change! ( which of course we paid back) The rooms are well equipped; fridge, aircon, tv, big comfy beds, properly hot showers!

No wifi, internet or breakfast but there is a restaurant if the other 50 or so scattered along the riverfront aren't enough for you.Their drinks are priced reasonably- not like a hotel! You get a complimentary bottle of water.

The only negative points...
*not much 'charm' as it's a pretty generic hotel.
*Bugs- not mosquitos ,surprisingly, but those minature harmless ones that like the light ? They're everywhere in Phnom Penh, but there are only a few at the Paragon.
*The downside of having a balcony room is the noise at night - not very strong but present. The higher up you room, the better.

Overall, a good place to kick back in Phnom Penh.

I had made a reservation for a room with private balcony in this hotel. I received a confirmation. When we arrived at the hotel, the manager said that he could not find the reservation. I showed him the printed confirmation. But he kept saying that there was not a reservation for such a room. Finally he offered me a bad inside room and promised me to change next day and give me the room i had made a reservation for.
Next day the room was changed but again a wrong one.
So do'nt make a reservation for this hotel.

This hotel is very adequate. My room had a bed, desk, mini-fridge and air conditioning. The bathroom is like a big shower with a toilet and sink in it.
The location is great--right on the bank of the Me Kong river. Within walking distance of most anything you need. There are nice restaurants and cafes nearby as well.
I paid $20 USD a night and $4 USD to have 6 days of laundry done.
For those travelers who aren't all about the hotel room, this hotel is A-okay.
