There isn't a lot of accommodation in the south of Phnom Penh.
I've stayed at Long Thai Ly several times over the last 3 months and would happily recommend it to people looking for a budget option in this part of town.
The big plus points for me are:
- The staff are welcoming. Not all speak English (it's not mainly a tourist hotel) but there is normally someone on hand who can. They happily agreed to store some luggage for me for a few weeks while I was away.
- The rooms, while not luxurious, are always comfortable and spotlessly clean. For $12 / night, you get a/c and fan, cable TV, a powerful hot shower and reliable wi-fi.
- It feels like a safe and relatively relaxed part of the city, with lots of amenities nearby.
It won't suit everybody. It's a 15 minute ($3) tuk-tuk ride to the main tourist parts of town & the bar areas, there are many closer places if this is where you plan to spend most of your time.
It also doesn't have a common area or restaurant. However, there are quite a number in the area, with both Khmer and Western food; or you can eat outside the Russian market until about 9pm. There's also a bakery opposite, where I tend to buy breakfast.
There are a couple of sports clubs within walking distance. The one I use is Phnom Penh Sports Club on the corner of street 464 & 271. It costs $5 for a guest pass to use the gym & pool.
