This was a wonderful hotel in all aspects but the location. We selected this hotel as part of an independent tour of Cambodia and were not at all disappointed. The room was large, the bathroom facilities were excellent, and the staff was very attentive. Our stay was only two nights after having spent 16 nights in various hotels in Vietnam (none up to the Intercontinental). There is nothing in the immediate neighborhood of the hotel. We tried walking around at night but after just a short while, returned to the hotel. Since taxis are cheap, the location was not an important factor to us.

Well, I don't know if I've stayed at the same hotel as other reviewers. To me, this hotel has been nothing but excellent.
The reception swift and very friendly.
Staff very friendly.
I had three shirts washed, asked for "express service" and got them back still warm from the press, neatly folded, in three hours!
I have to say I was impressed. That never happened before, not even in top hotels in Europe.

Breakfast buffe was very nice, and totally adequate for breakfast! OK, so no luxury excesses, but hey, it's only breakfast...

Room on 11th floor very nice; roomy, comfortable beds - not too hard or soft - and a very nice and clean bathroom. I was really happy to see that. So nice. Only little thing I could mention as negative was the noise from the music some people played on the street. I drawed the curtains and fell asleep really fast .

Basically I liked this hotel quite a lot!

I stayed 2 nights here. My room on the 10th floor was comfortable and quiet. The room seemed a bit on the small side but I was not in the room all that much. The internet is a bit pricey but worked fairly well.

The bathroom has a separate tub and and a big shower that could have held 2 or 3 people.

Breakfast buffet was large and had a good variety. The staff could do a bit better job clearing tables. There are a number of large tour groups who stay at the hotel so they tend to take up a lot of room in the morning.

I could have done without the smokers in the lobby.

Staff that I encountered were all very polite and nice, as was everyone I met in Cambodia.

While this may not be a true 5-star hotel anywhere else in the world, for Phnom Penh it is near the top of the pecking order.

My stay in this hotel is what compelled me to join tripadvisor and post a review. This hotel is hardly worthy of the Intercontinental name for so many reasons. (1) The price is very expensive compared to other options in the area. (2) The service is subpar. (3) Amenities are 2-3 star at best.

Before I go into further details, I will say that the rooms are relatively nice and clean. Don't bother booking the suites or the club-level floors. The only difference is that those rooms are on a higher floor. Hardly worth the extra cost.

The hotel is EXTREMELY loud. Both inside and out. The hotel is home to many group tours so there are always people running around the lobby like crazy. Also, the windows are not soundproofed. The outside noises are unbearable. You can hear techno music blasting as late as midnight and as early as 6:30 am. Do NOT stay in the rear side of the hotel (facing the pool.) The noise levels there are the worst.

Although the service is poor, the staff is extremely nice. The hotel is just poorly managed and the staff has not received sufficient training in dealing with customer service.

The other nice thing about the hotel is that it has a fairly decent exercise room. The hours are normally very limited but, if you ask, they'll open it up for you.

The hotels in Siam Reap are known to be much better. Next time I go to Phnom Penh, I'll try staying at Raffles.

Granted we didn't pay for this room, I think it's one of the more affordable 5 star hotels in Phnom Penh. We had just a standard room, which was ok in size but the bed was phenomenal. Of course, this was after a 4 hour cross country drive from Siem Reap. The bathroom was first rate, large, with separate shower and bathtub. I wished I had gotten sick at this hotel rather than my $20 villa I had in Siem Reap. Dealing with my bout of food poisoning in this bathroom might've actually been enjoyable.

The staff was relatively friendly but the breakfast was what sealed it for this hotel. The breakfast was amazing (included in the room). It was buffet style with western, and eastern style, with all the different types of fruits you can imagine. If I had known the breakfast was so good, I would've gotten up an 1/2 hr earlier just to have more time to enjoy the food.
