We travelled to Halong Bay with a toddler so wanted to stay in a hotel and spend a bit of extra time rather than do the usual overnight boat trips. It was a difficult choice choosing a hotel as most seem to be pretty characterless. We booked the Saigon Halong as we got a special internet rate ($62 a night). The advertised normal rate was over $100. On the positive side, the staff were friendly, the room was very clean and spacious (over 40m2, and with a king and single bed). Views over Halong Bay were fantastic (once the weather cleared!). However, there were a few negatives: beds were hard (typical in Asia), breakfast was included in rate but did not cater well to western tastes, the swimming pool was very murky and had some kind of insects swimming in the water - needless to say we chose not to swim there! We organised 2 cruises through hotel travel desk. The first one did not deliver what was promised (eg one cave visit instead of two and a very slow ride back to town!). After complaining about that, the 2nd trip they organised (on the hotel boat), was much better and included a lovely fresh seafood lunch. Overall, the Saigon Halong is probably about as good as it gets in Halong Bay but we would not have been happy had we paid the full rate.
