Living as an American expat in Uganda, I am keenly aware of the lack of quality budget accommodation that is available when I have visitors. Many hours of searching went into finding this hotel, which I needed a few short weeks after the Commonwealth Heads of Government Meeting rolled through and turned Uganda on it's head and raised prices everywhere. I took a gamble on HEH, and for the money (~$60 USD a night), it was a great deal.
I stayed here along with my guests, and was extremely pleased with the take they got on the city while staying here. I had booked it because of its location on a busy and central intersection in Kampala, putting it within walking distance of everything from the Nakasero Market (a stone's throw) to the taxi park to the upscale Garden City mall. It is also conveniently located above Hot Loaf Bakery, of which I am a regular patron and great fan of their samosas.
The location didn't disappoint, and our window looked directly out on the intersection, affording a great view of the ongoings of night-time Kampala long after I would feel that it was safe for them to walk around observe on foot. That's not to say the location is dangerous, but Kampala in general is not a place for a leisurely midnight stroll - just head back to the hotel and you'll be totally fine. In my opinion, this is VASTLY superior to staying out at Red Chilli, Blue Mango, Forest Cottages, or any of the other fringe destinations if you're looking to explore the city at your leisure - not that these others aren't decent-to-great accommodation, but they're definitely not in the city.
The complementary breakfast is good, with great bread (by local standards) that comes from the bakery downstairs and a variety of fruits and eggs made to order. This is key because Kampala, in my experience, isn't much of a breakfast town - definitely take advantage of this free service.
I will post a disclaimer that we were looking for low budget when choosing HEH, and weren't expecting much other than a place to sleep. While I did bring my laptop, there was a notice about a crime wave going around and I was a bit uneasy about leaving it; valuables are best checked behind the desk, or better yet just don't bring anything exceedingly valuable (electronics are hard to come by here and make and easy target for theft).
Additionally, the room was clean enough, but nothing outstanding - again, a place to sleep. The bathroom was functionally the same. Good hot water and great water pressure by local standards. I did find one dead cockroach in the room one morning, but on the plus-side it was dead, and I certainly never saw anything live crawling around the room - and frankly if you're the kind of person whose entire vacation is ruined by finding a cockroach, Uganda may not be the destination for you.
In short: a great value for your money and I would argue the best you'll find in Kampala. A fantastic location to be right in the city and explore; this is a great place to do a night or two in Kampala if your itinerary is bringing you on safari, etc for the rest of your trip.
