Stayed at the Cesar for a short break in December.
The hotel was very quiet, it seemed like we were the only people there. It was also quite chilly so we didn't get to enjoy the pool area although it looked immaculate and very nice.
It's situated around a 10 minute taxi ride from Marrakech centre therefore you are constantly relying on taxis to get you backwards and forwards, which can get quite pricy, so factor this in if you choose to stay here. There's a small shopping centre and cinema nearby but for any taste of the real Marrakech you'll have to jump in a cab.
Because of the weather we spent quite a bit of time in the spa. The Hammam is highly recommended!!
I would go back to this hotel again but maybe in the summer months and I would also hire a car so that I'm not having to rely on taxis all the time.
