There are two Apsara tea houses in Riga, not far from each other. You should check the real locations from their own website as the map here doesn't give the right place.
On February the place was warm and cozy even though it was freezing outside. I was sitting there with my husband for a couple of hours just drinking tea, talking and knitting. There are lots of different teas and you get a whole pot what you want served how it's best for the tea. You can also buy tea leaves with you so if you find what you like you can have it at home too.
With tea you can have cake or cookies. The salty selection wasn't big, only a salty cookie, so this might not be the right place if you are very hungry. But for afternoon tea it felt like a piece of heaven.
