I've been meaning to go to this museum for a long time, and finally got the chance. It wasn't the easiest place to get to, but with a taxi it doesn't take that long from Tallinn city center. The building itself is interesting architecture, and the whole museum is full of art from different periods in Estonian history. It was illuminating to see art from all the different eras, and they had good information booklets to read which made it all the more interesting. Some of the floors held very abstract and conceptual art, some where more traditional. I'd say not all people appreciate this type of art, but I found it refreshing - although there was just so much that it was impossible to take it all in at one time. Our 6-year-old kid found some of the art objects and (dark) spaces scary, but she was also fascinated by many of them. I think if I could do it again, I'd check each room first to see if there was something I didn't want my kid to see. The personnel in the museum was very nice and approached us to make sure we had seen a special show that was interesting to kids. The wall with many small statuettes with voices was impressive. The museum even has a nice museum shop with lots of fun and beautiful things to choose from - not just cards and books but also jewellery, bags and other fun design souvenirs. The museum is surrounded by a big park and nearby there's also a special children's museum so it would probably make sense to go there too, if you have kids with you.
