Arrived Budapest without any prior reservation, and accidentally found this hotel while surfing for choices at the nearby McDonald's. Got lost looking for it because its entrance is well hidden especially at night. The staff who took my registration was very friendly and answered all questions in fluent English.
I booked a single room for EUR 23. But I was given a double anyway, so it was a bonus. The room was on the 3rd floor, right at the door coming out from the elevator. For just 20 bucks, I was happy to get a room like this, instead of some hostel where you have to share bathrooms. Shower and toilet was clean. There was hot water. The staff pointed to a pump which made noise every time the toilet was flushed, but this did not bother me at all.
The room had no view, but had two small windows to let air inside. The wifi on the 3rd floor did not happen to work while I was there (someone changed the password?), but this was rectified by simply buying a SIM card from outside and filling it with 3000FT for a 1GB access.
There was no noise at all from anywhere. The only occasional noise was when someone else next door flushed his toilet. I heard nothing from the streets from my floor. In fact the whole building was eerily silent.
The heater did not emit any heat. It was rather cold in the morning and after waking up I touched the heater to see if it worked at all. It didn't. In dead winter this might be something you want to ask about before checking in.
Location is great! Just step out and you're in the middle of action. The Blaha stop is a central point for buses and trams. However, according to a local, it is not the safest part of town. It has many of the so-called gypsies and I was warned if walking late at night, not to talk to anybody there or make eye contact.
I say the location is great because just across the street you see a Marriott. And within a short walk, Novotel and Mercure. So it's not in some far-out neighborhood. McDonald's and Burger King are also nearby. Just under the hotel there is a cheap eatery selling Turkish kebabs.
