This is VERY difficult to find a way into and a few people I spoke to gave up and didn't get to see the monument or the spectacular view of the city from the top. Running alongside the railway tracks is a cycle path. Walk along the cycle path (it is wide enough for both pedestrians and cyclists) for around 5 mins and then you will find stairs to climb to the top of the hill. There really is one of the hidden gems within Prague.
There is a museum here too but it is closed on Mondays.
