You really do. My boyfriend and I stayed at Base for a week or so while waiting to move in to our new apartment (we're backpacking in New Zealand for the year), and we only paid about 20 bucks a night for each bed. It's the cheapest place we found that is still reasonably clean, safe, etc.
It's a total backpacker place, with all the annoyances and conveniences that go along with that.
Annoyances: weird roommates with odd schedules (we stayed in a 4 bed dorm), loud at most hours of the night, cleaning crew waking you up at 10am even on weekends, gross kitchen.
Conveniences: cheap, good location, nice lounge area, beds were pretty comfortable and clean as were the bathrooms.
Now for the coup de grace: while we were there, some drunk and deranged person spread poop (that's right, poop) all over, and I mean alllll over, the second floor. What's even more scary is that although we promptly moved to another floor, most people didn't! I felt awful for the cleaning staff that had to take care of the mess - but what can you do?
I would recommend staying at base for a night or two if you're passing through wellington and looking for a cheap bed, but beyond that, there are some smaller, cuter, more personal budget places to stay (like the Cambridge Hotel).
