The hotel did not seem to be very busy when we arrived.
We were given a room on the top floor. It was not huge, a European size room and the shower was over the bath in the bathroom, but it was clean and comfortable enough.
Noise did leak in to the room from a nearby bathroom, the corridor outside and from the birds in the trees outside though.
There is a lounge on the top floor, drinks and snacks were available but the hours appeared to be extremely limited.
The breakfast arrangement changed slightly every day.
Day 1 - Breakfast was served in the top floor lounge and cooked to order. This worked OK but the number of guests did not seem very great.
Day 2 - Breakfast was served in the poolside reastaurant and cooked to order again. There were more people on this day but the same number of staff as day 1 and service levels were strained somewhat, tables not being cleared, orders taking a long time, that sort of thing.
Day3 - There were a lot more people in the hotel and breakfast was served in the poolside restaurant and from a help-yourself buffet, so no issues with that.
Overall, the hotel seemed to be in pretty good nick and we were very happy with our stay there.
It should be noted however that most people I know would suggest staying in a motel with a private hottub when staying in Rotorua. At least at the Millennium you don't have to cook your own breakfast and there are private hottubs available in the Polynesian Spa next door.
