We stayed at the Lucia on the last stop of a trip cycling the Danube from Passau to Vienna. Be warned - it's on a bit of a hill which is not great after cycling 85km!
To the north of the centre, the hotel isn't in the greatest area and we were on our guard when we got the tram back late one night. However, the trams are frequent and all was ok.
The hotel itself is very modern inside. Our room was large if souless, and all the fittings were of good quality. The shower was excellent and the whole room was very clean. A key system is used to move between different areas of the hotel so it does mean that if you are not glued to the hip with your partner, make sure you ask for two keys.
The breakfast was pretty good, usual spread of breads, meats and cheeses and the tiny glasses juice.
The staff were very (mainly) helpful, recommending a local restaurant on our first (exhausted) night which was excellent and only a short walk away.
The room numbering is quite odd though, and I think this is due to the layout of the hotel. Despite being modern inside it is obviously a few buildings joined together. We were in room 504 and expecting to be on the fifth or fourth floor - but no. We were on the ground floor, next to some very noisy building works way the other side of the building. If you prefer to be on a higher floor you'd better request this as the room number is certainly no indicator of where you'll end up.
All in all, the Lucia was a reasonable place to stay. A bit souless and in a part of town where there's not much to do (altho it is close to Schonbrun and the Westbahnhof) it's probably a good bet for business travellers or people that have been to Vienna before so don't mind being outside of the Ring (you can walk to the centre quite easily if you don't do trams, in about 30 minutes)
Our main disappointment was that the hotel infers it is bike friendly - it's not. Despite warning that we would be bringing bikes with us (and the hotel even offering bike hire services, not that we saw any evidence of this when we were there) they were not terribly happy with us. We ended up leaving our bikes in the open air staff parking lot, locked to each other (nothing to lock them to, which was worrying) and despite assurances that they would be ok and left alone, they were obviously moved around when the trash disposal people came. We were also watched like hawks by the receptionist when we were first arrived, exhausted and wet from the rain as we tried to lock our bikes up - he was the only unhelpful member of staff and it didn't endear the hotel to us.
To sum up, I probably wouldn't stay there again, but only because there are better places to stay in Vienna that are more central. For the price, it's good, clean and just a tad souless.
