I had the pleasure of dining at Ciel Bleu and I believe that it does earn its 2 Michelin stars. We ordered the summer 5 course tasting menu. As it turns out, with the 2 rounds of amuse bouche prior to beginning the service and the additional deserts at the end, it is much more than it appears. Each course is paired with wine and is accompanied with much pomp and circumstance. I know that others have disparaged this as over the top, however for the price of the evening, I believe it is warranted.
The only draw back is that 12€ is a bit much for an espresso.
We had a wonderful evening with knowledgeable, friendly and professional staff and walked away very full and very satisfied.
