For someone who doesn't want to splurge on a five-star hotel or pay a premium just to be right near the Trevi Fountain or something, Domus Victoria is great. This is a very simple guesthouse right near Santa Maria Maggiore and right in front of the Vittorio Emanuel train stop. The area isn't touristy in the least, but I disagree with the people who thought the neighborhood didn't look safe to walk in. There is a very popular restaurant, Trattoria Monti, right on the other side of the block. The rooms are clean and a good size with a private bathroom. The bathroom is quite small (we kept bumping into the walls of the shower), but it doesn't look anywhere near as bad as some of the photos I've seen of other cheap hotels with shower "areas" curtained off. Towels aren't replaced daily, but the room is cleaned out. Our TV didn't work but it's not like you go to Rome to hang out in a hotel room anyway.
This is a basic (but not uncomfortably spartan) place to stay that offers a great value for the money. If you want amenities and a 'central' location, go ahead and pay for them. But if you want just the basics with an easily accessible location (you won't be using the metro much anyway, you can walk everywhere), this is the place. Other 'hotels' in this price range look kinda terrible and get bad reviews, but this was perfect for us. Not gross or ghetto at all. They give you breakfast tickets that you present to a pizzeria/bar/cafe down the street for a croissant and a capuccino. It's like a 10-15 minute walk to the Colosseum.
If you're around during the day, Flavia is extremely helpful with pointing out some not-so-mainstream tourist attractions. There is a computer with internet access to be used free during the day, but Elena/Flavia take it home with them in the evening, so you're on your own there.
The only problem was the door is pretty thin so the noisiest part is hearing other people open/lock/close their doors. There is a tiny elevator in the building. You'll be carrying four keys with you, and your door will have to be locked/unlocked by key only, even from the inside. Also, the hotel is pretty hard to find - it's in a building in a small courtyard behind some anonymous doors along the piazza. Keep that in mind when you look for it.
