I looked for two factors in my hotel: Location and Quietness. The location was obviously great, just across the Termini central train station. The soundproof windows worked well, and although my room was in front of the street, the noise from the street didn't penetrate the room. There was also a fine isolation between the rooms themselves, I couldn't hear the people in the rooms near door, unless they were closing doors or closets (and for some reason, they were closing closets all night long in my second night there).
The other elements of this hotel were a positive surprise. My room was very clean, shower was good, staff was nice, and the breakfast really enjoyable.
The bed wasn't too comfortable though, and if you need a good bed, this can be a problem. Also there was noise early in the morning, of doors and closets, from the hallway and the rooms next door
It's not a perfect hotel, but for that kind of hotels in Italy, it is relatively good and fair priced.
