This hotel, as mentioned by others, is really just rooms in an apartment block. Ours was very clean, quite nicely decorated (bathroom is sparkling and looked new), and the staff at the reception of the Hotel Caravaggio were very pleasant. They spoke English.
It was only a ten-minute walk to the Colosseum, and 20 minutes to Piazza Navona.
Breakfast was excellent with a large choice of yummy pastries etc. Downsides: Our view was of walls and air conditioning ducts - the room was quite dark. The air conditioning was quite weak and inadequate. No services except breakfast, no restaurant or bar to hang out in. But for 60-odd euros, it was good value for Rome.

Great little hotel, good room, good shower, good airconditioning, and fantastic location, just off the Via Nazionale (buses) and close to Termini station. Friendly staff, also at the reception (in Hotel Caravaggio, around the corner). Super stay.

We stayed here for about 7 days. At the 5 day we had to leave due to a electricity-problem. During the stay there were also earlier problem with electricity going in and out all hours of the day. They tried to cheat us in to taking another hotel they said was great, but turned out to be with a very cheap standard and without air-condition. We had to walk 1 hour in 36 degress to find out this ourselves. We denied to take the room, and after much fuzz they placed us at another hotell with air-condition. We would not recommend this hotel. This sort of treatment is not what you want.

Okay, this was my 4th visit to Rome and the 1st time I stayed in the Hotel Picasso.
It's located centrally, just off the Via Nazionale (big shopping street), you've got the metro (underground; station "Repubblica") in about 5 min. walking distance, and a good supermarket practically opposite the hotel.
The hotel staff were really friendly and helpful. My single room was really small but very clean. The bathroom had a hand-basin, mirrow, toilet and a tiny shower - but also here everything extremely clean. Breakfast (07:30 - 09:30) was alright - nothing special, but a good start to the day; great coffee. The minus was surely that the fridge wasn't plugged in and the air-conditioning, well let's say it did its job.
The hotel didn't offer any Wi-Fi. In the lobby you've got a mini-laptop (net-book) for general use. (But I'd recommend the internet-café in Via Napoli two roads further on.)

For my single room I paid EUR 65,00 per night incl. breakfast. My trip was very short notice and I booked the same day; I stayed two nights. Check-out was 11:00 but I was allowed to leave my luggage until the evening.
If it's your first trip to Rome, it's surely a great hotel - alone the location.
(But I'm quite happy to stay somewhere not as central.)

As other reviewers have said the room we stayed in was quite small, however we weren't staying at the Picasso to hang out in our room, it was clean, nicely decorated, quiet, had a comfortable bed and a lovely bathroom with a great shower andmost importantly was in a really great location. Breakfast wasn't the best but they did have some nice pastries on offer so it was fine. The only thing which did disapoint us about Picasso was we bookedonlinefor a price of 87Euro per night (on their own website) and on arrival they told us it wasonly 67Euro per night which we were pleased about, however on our deparfture they asked us to pay the difference (after they had our bag in storage for us, not when we checked out). I was happy to pay what we thought we owed but if it had been a mistake we should have been told as soon as it was picked up, not 30mins before we left for the airport as we had been travelling on a budget and believed we had had thismoney to spend.
