We stayed at the Best Western Piccadilly for three nights in June '09, using Best Western Rewards points. When staying effectively for free, the temptation for some hotel owners is to put you in the smallest room available - not the case here.
From the moment we arrived, we were made to feel very welcome by the charming Monica, who seems to work 24/7 on Reception. Our room was not huge, but was spotlessly clean and the bed very comfortable. The bathroom (or more accurately shower room) was very modern and again spotlessly clean. Our room (305) faced the road outside - no noise issues to report. Mind you, after walking around Rome for hours on end, I could have slept almost anywhere!
Breakfast was served buffet style on the 8th floor - lovely views over the rooftops of the city. No evidence of a bar or of any food being available other than breakfast.
The only reason I've not given the Piccadilly a five star rating is that it's a bit of hike from the city centre. That said, the number 87 bus stops right outside the hotel (opposite side of the road for the journey into town). The 87 takes you right to the Colosseum and the Forum, continuing on to Piazza Venezia and beyond. The longest that we had to wait for a bus was about ten minutes. Nearest Metro station is San Giovanni, which is about 8 minutes on foot. I strongly recommend using the Roma Pass card (23 Euros from numerous tourist outlets). You get free enty into two attractions (eg Colosseum, Galleria Borghese) and free use of metro and bus for three days.
