I've been here a few times and if you can get past the very tired interior and focus on the fish, then it's quite good. Even more so considering the price.
Service is slow (but does have a smile) and as I like to sit on the balcony you may not be seen, but the best way around that is to get up and grab some attention.
I've had a cross section of the menu, sushi, sashimi, tempura, the bento boxes, salads and can't complain about the food, in fact half the time the bento boxes are just too much.
I'll be back when I'm in town and want a cheap Japanese hit.
