At 100 € per night in the heart of Paris, it's hard to beat Hotel du Loiret. It's a short walk (10 minutes) from the Louvre and Notre Dame and right next door to the Hotel de Ville. There are plenty of restaurants nearby, including a good place for breakfast.
Our room was on the top (7th) floor. The elevator only goes to the sixth, so we had to drag our bag up a narrow staircase, but that wasn't a major hardship except for the fact that the cleaning staff had their stuff stacked on the steps.
From our windows we could see Sacre Couer and a bit of Notre Dame. The streets could be a little noisy at night, but that's probably true just about anywhere in the city. The room was spacious compared to some places we've stayed. Our "double bed" was, in fact, two single beds jammed together. There was another bed off to the side that we didn't need. The hot water in the shower was unreliable during peak morning hours.
Free wi-fi, an amiable staff. We never sampled their breakfast as we preferred to try out some of the nearby venues. Cozy and snug and, like I said, hard to beat the price.
