This place is centrally located, just down the street from the tourist office, a grocery store, cafes, shops and the river. A short walk across the river to the train station. It is not within easy walking distance to the Europcar rental agency, however, and the only way to get there is by rather pricey taxi (15 euros to go a short distance).
Breakfast for under 10 euros/person is very simple and probably not worth the optional additional fee--coffee plus cold hard boiled eggs, a few strips of ham, toast. However, the rooms have no coffee pots or refrigerators so you're rather limited; though you could easily walk down the street for coffee, pastries, etc.
This place is adequate and properly run--no warm and fuzzy welcome, but rather like entering a school dorm where the hostess watches you like a hawk as you come and go. Rooms on the street can be a bit noisy if the window is left open. Soap comes out of an institutional wall pump; toilet paper is in hard squares. No luxury here, but clean and neat and comfortable beds.
