I travel to Oxford every 6 weeks for work and now always stay at the Eastgate. I've gone though a tonne of the hotels - 4 Pillars Oxford Spires and St. Thomas Mews - terrible. This hotel is by far one of the best in Oxford. The previous posts are correct. The breakfast is so wildly expensive it doesn't make sense (but there's a great breakfast place around the corner on the High Street) and some rooms do not have elevator access.
However, there are 2 areas of the hotel. The original part which has more character and a newer version (above the restaurant) that is well, newer. I always stay in the newer section because there are only 5 rooms per floor so it's quiet - but you have climb up stairs to get to your room
The location is fantastic. It's in the center of town without being in the center of town. The staff are amazingly friendly.
I use TripAdvisor all the time and over the past few months I've noticed that the ratings of some hotels seem suspiciously high thus affecting other hotel's ratings. This appears to be the case here. This should not be the #21 rated hotel in Oxford.
The Eastgate is one of your top options in Oxford - without question - in this price range.
