I stayed here for two nights on a recent business trip to London. This is a perfectly good little hotel for the traveler who doesn't plan on spending a lot of time in the room (as the rooms do indeed run small: but this is after all central London we're talking about).
I booked a single room and was given a twin room on the street side of the hotel. Noise from the street was not a problem on the nights I stayed (a Monday and Tuesday). The bed was comfortable and the room was clean, especially the bathroom, which was well into the squeaky-clean / sparkling end of things: and the shower was a really good strong one. Toiletries were simple -- bar soap and shampoo. The hair dryer was a separate one -- not one of those feeble plumbed-into-the-bathroom wall things that are more trouble than they're worth. I didn't have breakfast either day of my stay, so I can't comment on how that was. Interactions with desk staff were quite polite and pleasant.
One aspect of staying here that needs some emphasis is the neighborhood, which is simply terrific. The hotel is within a few minutes' walk of the Bayswater Tube station, and in Queensway, the main street / high street, there are two large-chain supermarkets (a Tesco Express and a Sainsburys), a Boots (drugstore) branch, a couple of branches of major banks, a couple of pubs with good food, and various small restaurants representing every major ethnic cuisine (including two branches of the Bella Italia chain). A couple more pubs are even closer to the hotel, along with a dry cleaner and a couple of small ethnic groceries.
So: this is a great spot to stay if you don't need to be in the very center of central London (the tube ride into the Mayfair area, for example, takes about fifteen minutes). Recommended: and I plan to stay there again.
Rear of the hotel might be quieter if you really have problems with noise.
