They were rushing people in at 9:55... then at 10 they announced that changing of the guards would be cancelled due to weather. It was a gorgeous sunny day! However it was windy and apparently they will cancel at last minute if they think it can not be perfect. We did stay for the tour. It felt very rushed - especially in the 2 museums - did not have enough time to see everything. It was also hard to hear as the group was quite large. The guide is not a cadet, but did seem knowledgeable. Learned why it was such a strong, defensible fort and prime location. Who knew Canadians were so worried the US was going to try to attack and take over Canada. Your admission will get you in all season - so were invited to come back the next day. We did and the changing was not nearly as impressive as the one in Ottawa, much smaller and not as well executed, but there was a great photo op afterward to have your picture taken with soldiers and the royal goat! There was plenty of free 2 hour parking within the citadel walls.
