We stopped by here for dinner, on the recommendation of Frommer's Toronto guide. Total mistake. Our first glitch was walking in the door - we asked to sit on the patio so that we could enjoy the beautiful Toronto evening...and the waiter put the menus down, turned around, and told us to seat ourselves as he walked away.
In hindsight, this should have been our cue to walk away. When our waiter finally came over, about 10 minutes later, he brought water, bread and menus with him, but then immediately left again without letting us know abut the specials. It was another 10 minutes before he returned, and he did not really know anything about Greek food. The specials had to be coaxed out of him, and he did not know anything about the ingredients.
Fair warning - Penelope has no kids menu.
Second fair warning - the free parking after 5 pm is only in the Metro Hall garage, which is accessed on Wellington St, directly behind the restaurant.
The taztziki we ordered was all garlic, to the point of being inedible, and the entrees we ordered were not any better. The moussaka was burned on the bottom, and loaded with salt, and the spanikotiropita was all grease and no feta. Tasteless, greasy, and returned to the kitchen pretty much describes it all.
The only point in their favor was that they did not try and charge us for the entrees, both of which were returned, but it took them almost 15 minutes to bring us our check with the items removed, and we watched the waiter argue with the manager over our check through the window. Very graceless, completely unprofessional, and they still charged us for the $6 tzatziki after everything was said and done.
I wouldn't recommend my worst enemy to eat here.
