My stay at the Lord Elgin was from October 1-4, 2012. Overall, the hotel is solid: my room was comfortable, the staff was helpful, and the location can't be beat!
I was booked in one of the rooms which faces east, toward the street and overlooking Confederation Park across the street. These are the rooms you want! One of my co-workers was booked into a room which had a view only of other buildings, which seemed a lot less prestigious.
As for the location, it couldn't be better! It's just a couple of short blocks up to Parliament Hill. Really, it's just a couple of minutes walking. the Rideau Centre and the outdoor market are only a couple minutes further away. The Rideau Canal is just across the Confederation Park, which is directly across the street. A couple hundred yards walk along the canal gets you to the famous locks. To the west, is the core of downtown Ottawa: there are restaurants and shops everywhere. The Sparks Street mall is halfway between the hotel and Parliament Hill. Basically, with this hotel, you are close to everything!
Now, for this: I hate hotels that charge for internet. In my reviews, it's an automatic drop in the rating for the hotel if there is a fee for wi-fi in the room. In the 2010s, this is unacceptable. The Lord Elgin charges for internet service in the room. It's free in the lobby, but there's a charge in the room. (The conference that I was in town with negotiated free internet for me, but it won't be free for you without a similar deal)
Other comments about my room. There was a refrigerator in my room (326), but no in-room safe. The cable TV featured a mix of Canadian and American TV, including some French language stations. They had CNN, but not Fox News or MSNBC. The American network TV appeared to be from affiliates in Detroit. Personally, while there, i enjoyed watching CTV news in the morning to learn about what was going on in Canada.
The hotel has a pool and gym in the basement. I brought swim trunks, but did not have time to try out the facilities. For exercise, I went running in the paths along the river and the canal. For a fun run, it's less than a mile to be on the other side of the river, running in Québec. Also, no worries about safety: Ottawa is a very safe place. There were scads of people out running and biking even before sunrise and after sunset.
Overall, my stay here was pleasant, and I would definitely stay here again!
