After lots of research and messages with people on Tripadisor, We booked the ruin trip through Autoprogreso. We were on the Carnival Elation. Do not book any shore excursions through the ship as the price is double and you will not get near the experience. We walked right past all the long cruise excursion lines and got on the free shuttle off the pier with Autoprogreso (The pier in Progreso is 3 miles long. You have to have a ride off it) Do not shop at the pier shops, walk through them to the autoprogreso shuttle. You will be in town with enough time to look around progreso and walk to the beach and shop at the beach stores which are cheaper.
The actual ruins tour is really good. We had a very good Mayan guide named Diego that was knowledgable and friendly. The ruins are small, but full of history and the best part of the trip is the cenote which you can swim in for free. I would recommend this tour for anyone that wants to see the Mayan ruins but wants some time to shop and hang out on the beach in Progreso. If you take the Chi' tour you'll be on a bus for the whole day... ughhhhhh
