Being that there are 2 different el cardenals represented in TA it may be our intrepid dutchman who wrote the previous review went to the other one...
The el cardenal we ate at was the green awning just off the zocalo and only does breakfast and lunch. It is in every respect a five star experience. Catering primarily to well dressed locals the food and service were superb. My omelete with zuchinni flowers was great. Coupled with a stay at the Gran CdM a couple blocks away, one is treated to a first class authentic mexican experience at laughably low prices. It is a stark reminder of what one can get outside mexico's main tourist destinations. We also enjoyed the more casual la popular around the corner.

“Disappointingly bland”

This is a traditional upscale restaurant favoured by businessmen. A prime location, two blocks from the Zócalo, and three well appointed floors, with a modern elevator, give it a quality feel.
However, the chef cooks with little or no salt, and the restaurant is quite open about it: there are posters everywhere stating that less salt is better for your health.
So, if you are on a low-salt diet, this is the place to go! As for myself, I prefer tastier cuisine, so I will go to Café de Tacuba, a few blocks away, and will not return to El Cardenal...
Service was uneven: the young waiter who took our order seemed irritated with the world and was a bit unpleasant in interacting with us; towards the end of our meal he was replaced by an older gentleman who was very pleasant and all smiles.

“Authentic Mexican Food in downtown Mexico City”

I have been here for breakfast and lunch. It is always busy and you have to wait on line if you are late, but they offer fresh coffee and juice while you are waiting. You have to try hot chocolate with mexican pastry. They offer season specials. If you want to try authentic mexican quality food this is the place. I just love this place.

“Heaven!”

My friend and I ate lunch there today. We really dove into debauchery and loved every morsel! I recommend going for the second floor dining area. The margaritas were great, so was the Mexican white wine by the glass. For dessert we had a chocolate cake that ranked as some of the best in the world for taste (though it looked average). The abolone ceviche was stellar!

“One of the best mexican restaurants you will find”

The service, location, ambient, etc. are very good, perfect for breakfast or luch. The food is traditional mexican. They have certain dishes that are only by the season like escamoles, maguey worms (they are great, maybe not in the looks but in the taste!), or "chiles en nogada". Everything is great!
