It takes about 20-30 minutes to get up the mountain to the monument, but it's worth it. Every year many people, including large groups of young people, make the pilgrimage (walking) up to the Cristo Rey. This 20m bronze statue of Christ can be seen for miles and once up the mountain to the site you, too, can see for miles -- a 360 degree view (which includes one of the GM plants). There are restrooms and a shop or two and vendors selling food near the entrance to the monument. Tour agencies offer tours, but you can easily go on your own or hire a taxi/guide through the local hotels & B&Bs. This is considered the heart, the geographic center, of Mexico and well worth a visit.
