I hadn't been to the Rosarito Beach Hotel in 15 years -- it is much bigger and busier than I recall but it met our expectations. Not a place for a romantic getaway but it was a hit with the kids (2 swimming pools, ATV and horseback riding on the beach, ocean on the doorstep, and the ability to light fireworks on the beach from 6-10PM, directly in front of the hotel). Security was excellent, and the location puts you right in the middle of downtown for shopping, clubs, dining, etc.
-- the whole hotel could use some preventative maintenance but the general conditions met my expectations -- if you are looking for American-class accomodations, this is not the place -- go to Cabo (Phoenix in Mexico, as my brother puts it). My only real complaint was that the beds were as hard as rocks which made sleeping difficult. P.S.
our plumbing worked fine and no one got ill.
