The Casa de Amistad has got to be the best place to stay in Vieques! My boyfriend and I stayed there for 5 days in December, and it was incredible. Owen, the owner of the guesthouse, is incredibly knowledgeable, helpful, and friendly. He'll happily tell you all the great beaches on the island and good places to eat (Tuesdays and Thursdays at Coqui Fire Cafe!).
The guest house itself is tastefully and impressively decorated, each room with it's own air conditioner (not necessary for the comfortably cool nights-- but definitely necessary for the roaringly loud roosters and frogs that sing throughout the night). There is a mellow and relaxing vibe with lots of modernist and Caribbean flairs. The rooms are clean and have their own mini-fridges for whatever you want to bring home, a very good thing.
There is a lovely pool and an even better outdoor seating area-- a great place to enjoy morning coffee or late-night cocktails and meet the other friendly guests. Owen also offers snorkeling gear for rental and coolers to borrow for free. Another great perk: a lovely, cozy little rooftop deck for sun bathing, or better yet enjoying some take-out pizza at night and watch the clouds roll in (and face it, Isabel II doesn't exactly have the best dinner selection).
There's also a full kitchen to make light meals or heat up some leftovers, or make a blender-full of pina coladas. This was key because we were able to make lunches for the beach and enjoy mellow breakfasts when we woke up late.
Overall, the guest house is fantastic. The attention to detail is impressive, the place is very friendly (we made some great friends there!), clean, and fun. The kitchen was indispensable. Owen and David were really friendly and helpful. I highly recommend it!
