Just got back from a short weekend in Jamaica (3/23-26) and I have to say, it exceeded all my expectations. Having already been to Puerto Rico and the Bahamas, I was hoping for a Caribbean island that was comparatively cheap but just as beautiful. Jamaica definitely fit the bill. Aside from the food, we were able to stay on budget. Here are my thoughts:

HOTEL:

Pros: Cheap, comfortable, friendly/helpful staff, pool/ping pong table, access to cliffs.
Cons: At least an hour and a half shuttle ride from the airport in Montego Bay, late check-in (their rooms never seem to be ready when you are ready to check-in), damp/old-looking towels, dark lighting in the rooms, no private beach, and a shuttle van that only runs ONCE (10am to beach - 4pm to Samsara) during the day to take you to the private beach at their sister hotel LEGENDS.
Conclusion: Definitely don't stay at the Samsara if you are looking for a high-end, fancy luxury resort. It's very basic and doesn't have all the extra amenities (ie: Internet Access, private beach) that a seasoned traveller might be used to but it is very clean. The biggest deterents for us were not having private access to the beach and therefore, having to depend on a shuttle that runs only once during the day. Aside from that, the Samsara is a good hotel if you're looking to just relax by the pool or do some cliff diving.

We opted not to do the all-inclusive which worked out well since we were able to enjoy all the amazing local restaurants Negril had to offer. One thing to point out is that dining is very expensive (high tax and 10% tip is usually included); expect to spend at least $10-$15 on every meal (not including drinks). However it'll be easy to get over the prices once you taste how fresh and flavorful Jamaica's food is. Here are some of our top picks:

Tasty food! Gorgeous setting right on the cliffs. Note that their bill does not include tip and if you pay w/a credit card, you will not be able to add the tip in. You have to ask the waiter to run your card again if you want to tip. A short walk from Samsara.

Great bar and atmosphere. Overpriced, terrible food. A $5 cab ride from Samsara.

ADVICE:

(1) Use an airport shuttle to save money. We reserved a ride online through Juta Tours: Roundtrip $30/person. Very comfortable but the ride takes well over 1 1/2 hours (took us about 2 1/2 hrs.).

(2) Bring small bills! Useful for tipping, taxis, etc..
(3) When taking taxis, negotiate your rate BEFORE the ride. Should be $5 from Samsara to the 7 mile beach.
(4) Buy souvenirs (coffee, rum) from duty free airport. Cheaper than buying in the city.
(5) If you need a convenient store, go to Hi Lo (they're almost everywhere).
(6) Go cliff diving in the morning at Samsara; the waters become choppier the later it gets.
Overall, Negril was a great experience. No humidity/bugs, amazing food, blue/green waters, soft white sandy beaches, friendly locals. We never felt unsafe. Would definitely go back again although next time, we would maybe stay at a resort located on the beach.
