We returned a week ago from a long (five day) weekend in Boca Chica. The Zapata has an unbeatable location, a friendly and helpful staff and simple but scrupulously clean rooms. It is refreshing to NOT be at one of the sprawling ALL INCLUSIVE hotels that dominate the DR.
The warm, shallow water is very pleasant for swimming. On weekends it becomes rather packed with locals from nearby Santo Domingo and although they seem rather boisterous at first they are very friendly and family-oriented.
There are some fine restaurants. We particularly enjoyed Boca Marina (truly lovely setting and ambiance), Little Switzerland (think the Italian third), Italy, Italy and Da Nancy on the beach (the owner, staff and food are equally delightful).
It is less than ten minutes from the airport so it makes for a very easy getaway from New York.
That being said, Boca Chica has a tawdry side. The sight of 75 year old male tourists strolling arm-in-arm with their 20 year old Dominican girlfriends is a bit off-putting. (Unless, I suppose, you happen to be a 75 year old male tourist...) Some of the girls are a little on the aggressive side but they will take no for an answer. We never felt unsafe walking in the evening.
There are also plenty of "regular' tourists, including many Europeans with the largest number seeming to be Italians.
It is also easy to hop an Express bus to the capital. Costs less than two dollars and takes less than an hour, and you can hop on anywhere in Boca Chica. (Small, comfy air-con buses, too.) Santo Domingo has a pretty Colonial Zone and some of the oldest institutions in the Americas.
I would recommend Boca Chica - and definitely the Hotel Zapata - but with the caveat that it is a tiny bit rough around the edges.
