I'm getting ready to take my third trip to Dominica with a group of University students and I'm thrilled that Scott's Head is again on our agenda. Dominica is at the southern most tip of Dominica and it includes a narrow isthmus that separates the Atlantic Ocean from the Caribbean Sea. You need to drive in on a very rocky road, so definitely go with an experienced driver or make sure you have an exit strategy! I've only been swimming on the Caribbean side, but the water is much calmer, warmer, and I'm told saltier (it's easy to float). When coming off the beach, the first 20 - 40 feet into the Sea can be rocky and covered with sea weed. I'd recommend wearing waterproof sandals into the water (your feet will thank you).
There aren't really facilities of any kind, so don't expect much. It's all about getting out there and feeling like you are on the edge of the world. There is a small restaurant / bar in the small fishing village where you can purchase a drink.
