We walked around the lake today. It has a nice, accessible path. It is not paved however but a dirt/gravel path. Wheelchairs might have some trouble by themselves, without someone to give an occasional push. (just conjecture on my part).
Today there were just a few feet where there was snow on the path. The lake was perhaps half covered with ice. The road up is under construction, with dirt/gravel for perhaps a mile. There is a sign that says 'steep winding road', but that must be beyond the lake, because while there is some winding, there are no steep parts.
It is about 9,000 ft up, so don't try to do over exert yourself. It is a short trail, perfect for those with minor walking difficulties like my wife who has a bad knee.
