I stayed at this hotel in late November of 2011. The hotel is very pleasant. I had two different rooms, they both had great views of Tagbilaran and Bohol. Everything is very clean, and the restaurant is far better than average as far as the quality of the food for the Philippines. The price I paid for that time of year was very reasonable.
Just a couple of caveats: The hotel is built on the side of a hill, and has a lot of stairs. If stairs are a major problem, then this isn't the hotel for you.
Also, they had a peculiar problem when I was there: the beds are dressed in sheets only - no blankets or comforters. At first I thought this was customary for the Philippines since it can be quite hot, but all of the other hotels I stayed at in Asia had blankets or comforters. It was quite off-putting to sleep only under sheets. I asked on at least two different occasions for blankets, but they professed that they had no blankets at all. I assumed that it was a European custom, since the owner is German. Then, a couple of days before I checked out, I found a whole stack of brand new blankets in one of their spare rooms (a room they didn't usually use, just off the restaurant). I still don't know what to make of this.
One other caution: the hotel is a bit outside of the city of Tagbilaran, and apparently the taxi drivers don't like to drive up there because it is out of town. Some people will tell you that the tricycle drivers won't go to this hotel because the hill is too steep: this is true to some extent, but it is not absolute. I did find at least one trike driver who took me all the way to the front door. It's a bit of a struggle for a big guy like me (270 pounds) but he made it. The problem is that the hotel has an arrangement with some taxi drivers, and the fee is 350 pesos for a ride into town. I don't know if you could get a better rate, but you don't ever have the chance because the hotel enforces this rate on behalf of the drivers.
Still, I recommend this hotel, because of its price and the great view of Bohol and Tabilaran. Even taking into account what I have said, it was a memorable experience. The staff is very nice and accommodating, and the view is something to treasure.
