Having been to the Dominican Republic last year where the resorts were fabulous (and cheaper) I was initially disappointed when I arrived at the Jolly Beach. The hotel has all the facilities you could want but looks tired and could definitely do with a face lift. Antigua itself was great with some brilliant boat trips from the nearby marina (we used Creole Cruises several times). The food is good in the main buffet resturant but the atmosphere is much better in the specialty resturants and there is no limit on how often you can use them. The required dress code in the Italian resturant was actually a relief - not to watch everyone slopping around in shorts and flip flops at dinner for a change. Our main concern was the lack of shade on the beach - and you do really need some in those temperatures - the fact that its a public beach didn't cause any problems because the traders are not in the least pushy and always polite.
Our holiday rep was 'unhelpful' about anything other than pre-booked excursions but but we found the local buses cheap, plentiful and great fun. The other thing to try if theres a group of you is a day out with one of the taxi drivers. This isn't something that is promoted particularly well around the resort.
Generally we had a great holiday but if I was to go back to Antigua I would probably choose another resort, one that catered less for families and large groups.
