I stayed there 4 nights during cherry blossom season, busy period in Tokyo. I picked it solely based on price and location, and I was satisfied on both counts. The hotel is a mere 5 minutes walk from Ikebukuro JR station, so it's very convenient to go anywhere on the Yamanote line. And it's just at the gate of the Nishii-Ikebukuro district, with tons of restaurants and nightlife options (some seedy, some not). I had a single room with private bath for less than 5,000 Y, which is very reasonable given the place and season. The room was clean, with the usual bathroom supplies. Breakfast was included, and it's quite decent traditional Japanese breakfast fare (think rice balls and miso soup).
On the down side, the hotel is devoid of any charm, with bland corridors and cheap furniture. My room had a "window" which actually opened on an enclosed space inside the hotel with neon lighting, so it was "daylight" 24h a day, which was a bit unsettling at first.
Overall I found this hotel to be a very good value for money in Tokyo.
