I know there is a large wreath laying ceremony at the War Memorial Cenotaph in Floriana (just outside of Valletta), we went a couple of years ago.
I would expect there are church services on the Sunday I think there certainly would be one at St. Johns Co Cathedral in Valletta.
Yes Trisha is right, wreath laying and usually church service at St John's in Valletta - not necessarily in that order

As regards places to eat - put key words like qawra/bugibba restaurants - qawra/bugibba places to eat etc in the search box on top. There have been many mentioned in past posts.

There are lots of restaurants to choose from. Lately we went to the Luzzu in Qawra, nothing fancy but the food was good and overlooks the sea.
For eating out I'd recommend Ta Pawla (opposite the San Antonio hotel in Tourist St.) for traditional Maltese and Rubens in Tamar Rd, especially for seafood.
mamamo - in November you can still get lovely warm sunny days when a t-shirt and jeans (or maybe even shorts) will suffice. In the evenings it gets cooler though and if it is windy can be colder. You will need a light jacket, cardigan or such like. YOu might also get some rain but it doesn't usually last long. I find layers are your best bet because you can then take something off or add another layer should you need it.
The Maltese won't be wearing summer clothes though, they will be in long sleeved tops and jeans, maybe even a jacket.
The Overflow in Qawra is very nice and since new owners have arrived will be open 7 days ... I like the food there.
