Depends where it is docked. Seriously, none are walking distance and many are within few miles. Assuming you won't have a car. so you can stay around IH which would be nicer than by the airport.

Both Royal Caribbean and Carnival use the South Locust Point Cruise Terminal (2001 E McComas St, Baltimore, MD 21230). As neslaw1 said, there are no hotels at the terminal, instead, folks tend to stay either in the Inner Harbor area or out by BWI. A cab to the cruise terminal from the Inner Harbor shouldn't be prohibitive.
