Appalachian Trail in Harpers Ferry. Bikable?

We'll be in town for a day ln late march and was wondering if the part of the AT located in Harpers Ferry is accessible to bike riding?

The Appalachian Trail Conservancy does not permit bike riding anywhere on the Appalachian Trail.

List of rules and regs can be found here:

Went to Harpers Ferry yesterday...hadn't been in a few years. Regarding biking, it occurred to me that many bike the C&O canal which is on the Maryland side of the Potomac river. You can get there via the footbridge that spans the river with the railroad bridge. You have to walk bikes across.

BTW, parking around there is the pits! We parked (got lucky to get a spot) in the lot down near the visitor's center and walked the road back. $10 to park, which is the National Park fee, and don't DARE try to cheat them. The rangers were there checking and giving tickets. (I paid! I ALWAYS pay my NP fees. Happy to do it.)
