For cost effective there is a bus that will drop you off at West Falls Church Metro...then you xfer onto there and it will take you where you need to go to in DC - cost savings overall is ~30-40$ less than a taxi. A taxi would get you there much faster and with a lot less hassle.

Tis ashame that Dulles doesn't have direct metro service - though they are working on it.
