I am unaware of anything like a guided bus tour as you describe. Perhaps if you do a search of "guided bus tours of Virginia" or something similar, you may find some companies that offer this service--probably out of Washington, D.C. or another city such as Richmond.

However, it is possible to visit other places around D.C. without a car. You could take the train from Washington D.C. to Baltimore, Richmond or Williamsburg and then use taxis to get around. Any of those cities would definitely be worthy of a 2 - 3 day visit. This may not be an ideal solution, but it's do-able.

There are guided bus tours in the eastern (and western) US through companies like Tauck and Trafalgar, and the best way to find out about them is to see a travel agent at home, or search online. It won't be likely that you will find one leaving from Fairfax; you will likely have to travel to another city for a starting point. If you're lucky that city will be nearby, but you may have to fly somewhere, or possibly take the train from DC to another city.
