This is a quote from the CEA (Centro Ecologico Akumal) news letter.

Its about time someone started to limit the guided tours, last time we were there, there was about 50 snorklers in the water at one time.

Bay Management Program Update

The Akumal Bay Management Program has progressed over the past year. We have been able to create a consensus with the local hotel owners, dive shops and tour operators to define the basic rules for managing the bay. The regional Port Captain has also participated and supported the process. Likewise, the federal Ministry of the Environment is working with us. After one year of studying the practices in Akumal Bay, we have seen that the large number of outside tours, both from land and sea, are having the greatest impact in the bay. They bring huge numbers of people each day to swim with the sea turtles and observe the coral and fish species. Soon the program will be limiting these outside tour operators, while working with local tour operators to reduce the number of snorkelers in the water each day.

I think some tourist maybe upset when they get to paradise and are told they can not get in the water!

This will be interesting to watch. How do the experts keep the almighty tourist dollar coming in without hurting the tourist trade?

I don't think they are saying you can't go in the water, just limiting the big tours.

They need some control

When we were there last month, we saw up to 5-6 boats arrive and add 100+ snorkelers into the water around the turtles.

If not properly supervised, they are standing on the coral and patting the turtles

They are looking at 15 people per guide, perhaps no fins
